White Paper - How can the Enelion Vertica station meet the objectives of the EU AFIR regulation?

Introduction


A regulation of the European Parliament and of the Council on the development of alternative
fuel infrastructure was adopted on 13 September 2023 and becomes applicable on 13 April
2024. The regulation places a strong emphasis on the development of publicly available
charging infrastructure in a way that allows a wide range of users easy access to charging
electric vehicles, while promoting price transparency and the availability of different payment
methods. Article 5 of the regulation deals with ‘ad hoc’ payments which must be made by all
publicly accessible charging points, using a payment instrument commonly used in the Union.
In the document ‘Questions and Answers on the Regulation on the deployment of alternative
fuels Infrastructure (EU 2023/1804)’. The European Parliament clarifies that ‘Article 5(1) of
AFIR stipulates that the operator must accept electronic payment through devices
using an internet connection and allowing for secure payment transactions. That
includes all devices that meet those requirements, including those built into the
recharging station as well as mobile devices of the end user.’

According to this interpretation of the regulations, charging stations equipped with a payment
terminal meet the objectives of the AFIR regulation. The following section will describe the
installation and operation of the Enelion Vertica station with a Payter payment terminal.

 

 

How do I communicate the station with the Payter payment terminal?

 

 

Follow the steps below:

 

1. Connect the charging station to the station management system (CSMS) using OCPP 1.6J.

 

2. Ensure that the station management system (CSMS) serving the station is integrated with

Payter's cloud system.

 

3. Contact your Payter representative https://www.payter.com/contact and sign an agreement

for the handling and settlement of payment card transactions.

 

4. Then install the terminal on a dedicated Enelion Vertica Pole.

 

 

 

Additional user information
The Enelion Vertica Pole station will power the terminal from a dedicated power supply
supplied by Enelion. The kit includes a special mounting adapter, screws and power supply.

One terminal can support a chain of up to 16 charging points. The terminal's screen interface
can be personalized according to customer specifications. Details of such personalisation are
available from your Payter representative.

 

The station management system (CSMS) to which the station is connected communicates
with the Payter cloud system via an API (Application Programming Interface). The Payter
cloud system supports the payment gateways Elavon, Finaro, Worldline.
